Some thoughts:

The popup (ad blocker blocker) could be the one with highest z-index, but not necessarily eg: https://www.independent.co.uk/asia/east-asia/kim-jong-un-north-korea-video-missile-test-b2044392.html [Highest z index is for another element]
The popup may take the largest visible area on the viewport
Basically we need to see the largest element on the z-axis.
We can also search for keywords like (without adblocker, disable adblocker, etc...)
Need to think of how to remove the background blur too, if exist.
