New year Functionality #12

Allow the system to default to 2021 until the end of January, users will be trained to complete the scoring by the end of January. Starting Feb 1, the app should default to 2022, and have a blank slate.

Also, having the drop-down to pick the year would be a great feature to account for the stragglers and be able to view previous years goals.

This has been updated to use drop downs, the dropdown on both screens are independent.
