Add CutSize to blending process

According to meeting memo of "Cut Size and Flushing Meeting Minutes" on Aug 1, 2024

Cut sizes                                            

Each blend will have a max cut size associated with it.  Will need to come from server and BPAVS will limit / divide accordingly.
Do we now completely remove the ability for the user to mess with cuts?
# of cuts will have to be fixed, but the user will be able to divvy it up at their discretion
There will be a minimum cut size, will also need to be communicated from the server.

Architecte Notes:

• To satisfy this requirement, we will need to add Max Cut Size and Min Cut Size in blend master database. It will be BlendChemical oriented. The derived blend will carry the cut size values from base blend.

• The cut size values will be carried over to Blend Request (ProductHaulLoad), so it can be retrieved by BPAVS.

• Bulk Plant API will need an update to expose cut size.

@awangatsanjel Max Size: Silo Volume (Blend Train) 70% Blend Bulk Density Min Size: Silo Volume (Blend Train) 15% Blend Bulk Density Min Size to be an Alert - "Confirm that X tonnes is required. Can more be added?" Allowed to proceed with min size alert. Max size - if exceeding, "Alert. Multiple cuts required" Would like 70% and 15% to be part of master data so that it can be easily change (not hard entered)
