Implement JobTag send to server through messaging system #258

We need to send JobTag to server and sync with the changes on local. This is a task as the part of Messaging Project. Same design as PostJobReport.

@awangatsanjel Ticket Sanjel-Energy-Services/eService_WorkItems#67, Sanjel-Energy-Services/eService_WorkItems#33, Sanjel-Energy-Services/eServiceExpress#72 have been moved to Test column. Ticket Sanjel-Energy-Services/eService_WorkItems#34 still need maybe one day's work.

@belazh Server script? It is the one from SanjelData sqlserver folder, is it right?
