Rapax fonder and Lieutenant job more or less done, new ID needed to finish, and also needs to be white listed. once new id have been made, change out the centcom id (commented in as Temp ID in the code)

I am not going to merge this pull request until you change the names of the things properly, Rune. Also, we don't follow any corporate regulations, but I'm going to have to ask Nekri about the proper mercenary lore.
