From the log file, it seems that some temporary files are saved in the temp directory during the download process(Even though the final save directory of the model is I:\IOPaint-v1\Models). This temp directory is usually on the C drive, so clearing some space on the C drive might solve the problem.

I'm sorry for the inconvenience, the only related issue I found in the huggingface_hub is this one https://github.com/huggingface/huggingface_hub/issues/1498, and the solution is also to clear up disk space.
