Revisit bundle version # scheme #35

Since we're moving ahead with a merged source tree, there is no reason to
reference the Eclipse build # in our bundle identifiers.  The question then
becomes what the bundle numbering scheme should be ... ?

How about just matching the Window Tester version that the libraries depend on? 
That
would tie in the @since tags a little more, too
