add 'compatibility statement' of FHIR IG to IHE IG #42

Really cool that you try to make this IG compatible with IHE IG. I think it deserves a statement in the IG. (and ideally some day some technical link between the IGs)

Looking at https://github.com/IHE/fhir the FHIR IG of e.g IHE-DCP only contains conformance-resources (CapabilityStatements, CodeSystems, StructureDefinitions and ValueSets). We can use these when creating are own conformance-resources, and then explicitly say for each to what extent they are conformant with IHE's conformance-resources.

I hope IHE wants to adopt this IG. Will propose it some day when SCP is a little more mature....

Could we add a line to this IG that it 'conforms too' or at least was inspired by the IHE IG?
