Adjust order of chapters in introduction to better reflect goal: network care #7

Maybe not start with Problem Definition but wit a generic Goal Definition that says "we want network care, it is already here"

S: "we want network care, it is already here" C: digitalization/ data availability is not always ready for network care Q: A:
