Your debian build rule is a good reference for packagers.
Packagers can adopt file versions for their distros very easily.
If you use ubuntu/debian, the debian rule is also good for *you*.
You said "We will remove *** dependencies in the next release".
You can show it in your debian rule definitely.
Pleae keep it.

I believe there are enough packagers who can catch up with our future changes
only from the source code and LinuxBuildInstructions page.
If you need your own Debian files for Mozc, you should refer to official Debian
package first. It has far better maintained debian/rules, debian/control and
debian/copyright.
