[ibus-mozc] Minimum IBus version will be bumped to 1.4.1 #156

This is an announcement for ibus-mozc users.

The old version of IBus will not be supported in a few months.
The IBus does not keep their ABI/API and it makes us hard to develop engine  , 
and IBus < 1.4.1 is already deprecated now.
So we will develop ibus-mozc based on latest or stable IBus as possible.
At this time, the codes for compatibility with ibus-mozc < 1.4.0 will be 
deprecated in a few months.

We are going to discontinue to support IBus 1.4.0 too to simplify remaining 
#ifdef conditions a bit more radically.
Minimum IBus version will be bumped to 1.4.1.
