Provide a Dockerfile to set up build environment for Android, NaCl, and Linux desktop #240

Mozc is designed for multi-platform and requires many steps to set up build 
environment depending on the target platform.  It would be great help for 
developers who want to build Mozc NaCl, Android, and Linux desktop if a sample 
Dockerfile is provided for such build targets.
