Running Development on Windows

There are a few changes we need to make to get Sapphire running on windows:

• [x] Add 'tzinfo-data' gem for mingw environments
• [x] Change the SapphireUploader to properly join paths
• [x] Disable move_to_tmp and move_to_store on windows (mingw) platforms
