The Road to 60 Buff not active #355

Description:

The Road to 60 is a buff given to new players and was added in Stormblood to give double exp for levels 1-60. This buff is applied once logged into a character.

Current behaviour:

The road to 60 buff is not applied.

Expected behaviour:

When a character is created and is logged in the buff should be applied if the character is under lvl 60. This buff should apply whether the account has any expansions set or not.

Status effects and buffs in general are to be reworked on - this would also mean a modifier KeyValue system that we do not have implemented yet for buffing XP gained

also, that buff requires a server flag as it is only applied to recommended / new servers
