Until #8 is implemented and widely used by clients it makes sense to ad an environment variable for mod_watchregistrations so that the admins get notified in the case of a registration. In my opinion it is not necessary to ad another variable for registration_notification to customize the message but it would be cool to have.
BTW thanks a lot for your active maintenance of this image, if i find some time i will also start contributing :)
