Findings from #14 Cluster 1030 South Atlantic gray triggerfish commercial closures. Need to add end time "12:01 AM" to several REG_IDs. This is because the language of the FR states the fishery is closed "until the start of the next fishing season". Therefore, rather than it being the end of Jan 1, the closure ends at the beginning of Jan 1. Regulation IDs to add end time 12:01 AM
