According to the working paper, the bag limits for Spanish mackerel start for Gulf of Mexico ALL, then split up into different bag limit for eastern, central, and western zone.
In our automated table below, the bag limits for each of the separate zones do go until present (12/31/2021). Rather, they end on 6/11/2000 because then the bag limits goes back to a Gulf wide limit of 15 fish.
Additionally, a deviation from the working paper, I think our automated table is correct in adding the 3 fish from 07/01/1988 to 06/11/2000 under 52 FR 25012. While this gets overwritten for the eastern and western zone, the central zone should be 3 fish (basically taking the Gulf wide reg) and then changes to 10 fish in 1990 under 55 FR 31188.
How do we automate the interaction of regulations across zones? As a first attempt, we should NOT autofill the end date with 12/31/2021 when we have multi zones within a cluster.
