Add prohibited gear to detailed = YES #22

In cross checking Gulf of Mexico Spanish mackerel, we are not capturing all prohibited gear records in the working paper because we did not expand prohibited gear regs for common name ALL to all species within the FMP. Since prohibited gear are technically gear specific closures, in telling the complete closure story, we should expand regulations entered as prohibited gear.

Since this is an easy change and will have a small impact (if any) on other clusters, I would like to make this change and cherry this change to main.
