Cannot add test cases to test plan #13

What steps will reproduce the problem?
1.select Add or remove test cases link from main dashboard 
2.select relevant test plan
3.select relevant test spec set

What is the expected output? 
Add or remove test cases ares should display

What do you see instead?
System prompt ,user should have lead permission to do that

What version of the product are you using? On what operating system?
1.9.5

Please provide any additional information below.
I have logged in to the system as admin.

How to create a test plan.
No interface present to add test plan to aproject
