Created a Setup delay calculator

Briefly explain your program logic -

Created a Setup delay calculator which is a sum of Propagation Delay & Transmission Delay. Both the values can be calculated via the formulas : Propagation Delay = Distance / Speed of Propagation Transmission Delay = Message Length / Transmission Rate
