Add Star Polymer with Excluded Volume Model (Trac #266) #224

A bunch of folks at ORNL (including Greg Smith) and NIST (Yun Liu) have come up with a form factor for a star polymer with self-avoiding branches which is better than the Benoit Star model already in !SasView (and more useful than the Dozier model which isn't).

After discussion with Yun Liu, this may need some more investigating. He believes that the paper outlines a methodology but does not provide the actual maths needed. This may thus be a bigger ticket than just implementing a model.
