Add Python 3.10 to CI for testing #524

It's probably almost time to remove Python 3.7 and add Python 3.11, but one thing at a time :)

While touching the .yml, this PR also updates the workflow helpers to their latest versions, which gets rid of all the "Node.js 12 actions are deprecated. …" and similar warnings.
