Add `_pct_relative_inequity` cols to applicable AHR topics #3516

ensure pct_shares and population pct_shares are being calculated historically
some topics still won't have pct_shares like voting and prev. hosp.
calculate pct_rel_inequity for the rest of the applicable topics
update the BQ types
update the golden data / tests
