Scaffolds policy context route configs #3526

Description and Motivation

Builds out src/pages/Policy/policyContent/routeConfigs.tsx
Creates new gun violence policy routes in src/utils/internalRoutes.ts
Creates components in src/pages/Policy/policySections directory
