Adds Script to Set Up Local Airflow Environment with Composer CLI #3538

Description and Motivation

This PR includes a new script added to the base directory to set up a local Airflow development environment.

It automates the installation of the Composer Local Development CLI tool.
It adds all necessary environment variables to the local composer.
Also updated the utils.py file to use the user’s identity token when requesting local Google Cloud Platform (GCP) services.

Has this been tested? How?

The setup script was tested on my local environment. The updates to utils.py were verified during the dag runs.
