updates routes, redirects, and UI for gv policy context #3539

Description and Motivation

This PR updates internal routes and redirects URLs to default to the Gun Violence policy introduction page, ensuring a smoother user experience. Additionally, it refines the UI by cleaning up arrow components for a more cohesive design/consistent MUI arrow icon across the app, styling Dr. Satcher’s quote for visual emphasis, and improving the sublink menu’s styling.
