Fixes more z-index issues #3607

Description and Motivation

re-aligns the z-index design tokens so that they stack nicely with the z indexes that are automatically assigned within 3rd party packages like our guide tour joyride
ensures the multimap modal displays over the sticky madlib
biome formatting
