Splits up `MetricConfig` and refactors utility functions

Description and Motivation

closes #3630

• splits bloated MetricConfig.ts into files for: types, utils, dropdownIds, and original config for combining category configs
• vscode setting to auto import any missing imports
• creates a reusable function for extracting the relevant MetricConfig for a given card type from the current Madlib's DataTypeConfig(s).
• refactors some existing limited functionality functions that did a similar thing to use this new function
• creates a reusable function to extract the MetricIds and MetridIdToConfigMap which is used in multiple table cards
