Description and Motivation

uncomments link to /policy in nav menus
replaces internal menu links with react-router <Link> to allow smooth seamless page transitions, rather than the full page hard white blank page refresh caused by using mui <Link> or regular old <a> tags
addresses #3646 in these files
centers the loading component on the CustomCards in policy
adjusts spacing of desktop nav bar a tiny bit
adds unused ref from useResponsiveWidth() in policy so that adjustments to the ref's component will trigger a recalculation of the width
removes deprecated blog loading code from the What Is Health Equity page
removes lazy loading on hero image for What Is Health Equity (it's above the fold so doesn't make sense to lazy load... looks weird that it doesn't appear until user starts scrolling sometimes)
adds baseline e2e coverage to ensure /policy route loads expected headline
