Frontend cleanup for AHR time-series

Description and Motivation

• small fixes in preparation for #3691 #3690
• updates time series cadence to offer fourYearly option, for presidential election
• handles data and axis configuration for this four year option
• fixes colors so we don't have two pinks
• adds better fallback handling for titles on time charts; eventually should refactor metricConfig to consolidate / rethink our sprawling configuration options and strings
