Lots of frontend tweaks

Description and Motivation

• updates vite config to offer bundle size viz when building locally; gitignores outputted html file
• swaps out lodash debounce for a much smaller loading library
• renames routeConfig objects in policy and methodology, lazy loads components to split code
• finally code splits all the major route components in <App> (couldn't before Tailwind because we were using css modules that were made dynamically... or something)
• adds proper drawer closing when user clicks CTA button in mobile nav drawer
• comments out e2e on maternal mortality that can't run on prod until launched with full methodology
• fixes warning from TableChart components re: whitespace rendering

Has this been tested? How?

• tests passing
• largest bundle reduced from 2.8mb -> 1.2mb (57% reduction)
