Adds test-run-title to test runs #1868

Why this is needed? On Polarion, the Test Run report allows you to compare the results from two Test Runs. (Test Run Delta) But it compares reports using Title, which we currently do not set, making it hard to distinguish Test runs. This PR solves that issue by setting the Test run title.

@lpramuk this is an argument we need to include in the new pipelines as well.
