freeze 6.9 to use 6.9.freeze branch
- freestyle jobs by jjb
- pipeline jobs by library change
change satellite6-polarion-test-case-inject.py to avoid master branch

Yet we need to agree on freeze branch. This PR accounts for 6.9.z branch name.
