[6.16.z] Remove test_installer_modules_check and stubbed IPv6 tests #16983

Problem Statement

test_installer_modules_check doesn't need to be a separate test
test_satellite_installation_on_ipv6, test_capsule_installation_on_ipv6 and test_installer_check_on_ipv6 are not required as we now have IPv6 matrix.

Solution

Remove test_satellite_installation_on_ipv6, test_capsule_installation_on_ipv6 and test_installer_check_on_ipv6.
Move test code of test_installer_modules_check to test_installer_modules_check
