Upgraded:

Alpine versions, tried to normalize most Dockerfiles to 3.12
glibc version from 2.29 to 2.31
Bitcoin Core version from 0.20.1 to 0.21.0

Also upgraded Specter from 0.9.2 to 1.2.2 in the cypherapps and dockers repos and elements from 0.18.1.7 to 0.18.1.9 in the dockers repo.
