Fix the navbar #1439

Reproduction steps

The navbar is not fixed due to which it would be difficult for users to navigate from one page to another, I would like to fix the navbar. Please assign it to me under gssoc'23.

Expected behavior

fixed navbar

Actual Behavior

navbar does not appear on scrolling down
