Opening Full Record Editor #18

Describe the desired look and feel.

I'd like the "Full Record Editor" to open when you double click a record. Edit 
a GRUP header is different because there isn't any information in it like a 
record or subrecord has.  Editing the Header of a Top Group GMST, NPC_, WRLD, 
by double clicking it.  

Outline the goals/benefits of the enhancement

Easier access to editing the record.

What is the expected output?

Opens the appropriate window depending on what you are editing.
