Patch for review: specification correction #152

The specification erroneously reported that the first turn is 3 seconds while 
all others are 1 second. In reality, all turns are 1 second, and there is 
simple a 2 second delay between launching bots and sending the initial game 
state. This doesn't count as a full turn, so the spec had to be updated.
