Server fails near the end of the game #184

It's hard to see, how it can be reproduced, but simply replaying specific 
games, which failed in such a way may give a clue. It looks like one of the 
scenarios is when one of the bots is left without any planets, but has several 
fleets still in flight. Sometimes it fails in the middle of the game, though. 
It may be two distinct bugs, though.

It must be noted, that such failures never happen to the same bots neither on 
local machines, nor on the TCP server: http://www.benzedrine.cx/planetwars/ , 
which is why people tend to blame the official server.

It is expected that the server never fails. And if it does, the contest 
organisers get notified to be able address the problem ASAP.

It now happens very often (happened 5 times in the last 3 hours already, that's 
5 vs 1 legitimate loss I have so far), and probably started somewhere near 
yesterday evening. I haven't noticed this problem before. 

It may be just the server failing to allocate enough resources for games 
(throttle them down a bit, may be?), for example.

12 from last 15 games - is turn 1/1 problem.
in all 12 "loss".

Going to close this as all the known issues causing problems have been fixed 
and things seem to be running fairly smooth now. If new problems are found 
opening a new specific issue will be useful as well.
