Move old submissions out of active submissions directory

Purpose of code changes on this branch:
Add a script to move old submissions out of the active submissions directory so 
filesystem limits are not hit.

When reviewing my code changes, please focus on:
Code correctness and reasonableness of both the definition of old submissions 
and how they are handled.
