Purpose of code changes on this branch:
Issue 211: check_submit.php with no file upload creates broken submission and 
removes user's history from their profile.
This change moves the already-present error-checking code to before any 
modifications are done.

When reviewing my code changes, please focus on:
Code correctness and functionality.

After the review, I'll merge this branch into:
/trunk
