NAVM record removed as ITM improperly #101

What steps will reproduce the problem?
1. A NAVM record has edits *only* in the NVEX subrecord
2. Filter for cleaning
3. Remove ITM, and the NAVM record will be removed

What is the expected output?
The NAVM record should not be removed

What version of the product are you using? On what operating system?
3.0.27 from zilav (11/28/2012), Vista x64

Data in NVEX subrecord was marked as benign for conflict detection. Made it 
normal.
