TES5Edit does not recognize a hash tag in a filename. #148

What steps will reproduce the problem?
1. Name a file in Windows with # as the first character.
2. Launch TES5Edit.
3. It will not be listed on the available files to load.

What is the expected output?
The file should be listed.

What do you see instead?
It's not listed.

What version of the product are you using? On what operating system?
SVN revision 1413 as linked from AFK Mods.

Please provide any additional information below.
Windows 7 and Wrye Bash both consider the hash tag a valid character.

There may also be others that TES5Edit isn't recognizing but I haven't run into 
any of them until now.

Afaik the first # char is a comment in plugins.txt file, at least there is a 
code that removes such files on purpose from load list in xEdit. I suppouse it 
now checks all files, not only the ones from plugins.txt
