Cell "Data" Flags only shows binary string when editing #173

When right clicking to edit the DATA field in a CELL record, the UI presents a 
string of ones and zeros instead of a checkbox menu for the actual flags. This 
is of course not very user friendly. Could this be changed so that it's 
possible to edit these properly?

This applies to all supported games, not just Skyrim.

The field is not detected as Flags (any more?). I cannot test here with an 
earlier version.

I'm fairly sure this field has never presented a checkbox menu. I can recall 
having done quite a bit of work with the All Natural mod and the weather filter 
plugin it has and having to figure out which bits were which.
