Change formid no longer ignores formid's of masters #195

What steps will reproduce the problem?
1.select a block of formid's which include at least one from a master
2.use right click menu to change formids
3.select a master file to change the formid index to

What is the expected output?
Used to ignore master formid's and not renumber them

What do you see instead?
renumbers all selected formid's

What version of the product are you using? On what operating system?
xEdit svn1945

Evaluating, but probably won't change since renumbering all FormIDs are useful 
too sometimes.
