COCT set to 0 in merged patch #66

What steps will reproduce the problem?
1.Create merged patch including hearthfire.esm
2.
3.

What is the expected output?

What do you see instead?
Patch merges containers but sets COCT to 0
Doesn't include items from hearthfire
  is it misreading hearthfires containers in some bizarre fashion?

What version of the product are you using? On what operating system?
3.0.22
Win7x64

Opps.  Setting all COCT to 0, not just for when Hearthfire is involved.

Only imports item list from last esp loaded
