tint2 sets incorrectly the window_group field in XWMHints #466

Since r172, tint2 is setting the window_group field in the XWMHints structure 
but not the corresponding WindowGroupHint flag.

This is technically incorrect.

However we have not yet seen any reports of problems caused by this. To prevent 
regressions, we will keep the current code as is and will only act if evidence 
of a problem appears.
