shape file import dialog #17

1. provide grid table for Import_GIS_settings.csv.
2. Allow users to select node/link/zone shape files
3. allow users to select matching fields.
4. allow users to select options (two way vs. one way, km vs. mile)
5. reasonable checking.
6. save data to Import_GIS_settings.csv
