1. for each movement, we add movement vector for each link, read cycle length
and effective green data from AMS_movement.csv,
2. still consider saturation flow rate constraint on link, move vehicles into
movement first in first out queue.
3. move vehicles out of movement queue when there is movement capacity
available according to effective green time vs. cycle length
4. in the future, we can consider different starting time of effective green,
according to the phase sequence numbers.
