map won't stop moving

What steps will reproduce the problem?
1. after click once in the network allowing the map to move...the cursor will 
not release the map without five or six successive mouse clicks or unless I 
right click the mouse and then click the selection tool. 

What is the expected output? What do you see instead?
I don't know why the map attempts to move when I don't select either the hand 
or selection tool.

What version of the product are you using? On what operating system?
Nexta 32 using windows 7

I've been able to replicate a similar problem, but I had a slightly different 
experience. If I click and drag with either the Selection tool or Pan/Move 
tool, but my mouse moves past the edge of the window containing the map (e.g., 
over any toolbars or the GIS panel) before I release the left mouse button, the 
cursor will not release the map. However, I was able to release the map by 
clicking once on the map (either left or right click released the map for me, 
as long as the click was in a location within the window).

Can we meet to try replicating the problem in person?

I would love to. Would Friday sometime work for you? Or even next week 
sometime. I am unable to today unfortunately. I will try and replicate it 
multiple times so that I can reproduce it in your office.
